Implementation of Targeted Subsidies Act Turns Energy Ministry Into An Economic Center | 17 Aug 2010 16:13  | |

Speaking at the inaugural of Sheikh Bahai 20/63/230/400 kV substation in the capital, Majid Namjoo, Minister of Energy, said setting new prices in keeping with the Targeted Subsidies Act is expected to help officials run the ministry according to sustainable economic principles.
He further said the Energy Ministry is putting together consumption pattern packages which will be supplied to different institutions shortly.
He said the Targeted Subsidies Act, which is expected to take effect in the second half of the year [started March 21, 2010], is a long-held dream of the water and electricity industry.
The energy chief went on to describe water and electricity production and consumption as an equation. “The energy machine which is in charge of projects and operations is on one side of this equation. On the other side sit the consumers whose contribution to conservation is vital.”
He added that members of the public and officials are aware of the important role of water and electricity in the nation’s march toward progress. “In light of the fact that the Supreme Leader has communicated consumption pattern policies, which map out the responsibilities of the Energy Ministry during the Fifth Development Plan, the energy machine is fully ready to keep on the path to progress.”
Namjoo said his ministry has worked out a detailed energy and electricity roadmap and there are no ambiguities in pursuit of the stated objectives.
“As part of the Fifth Development Plan, a number of projects have been designed to secure the objectives of the Energy Ministry, among them construction of DG power plants capable of generating 3,000 MW, power stations producing an additional 2,100 MW of renewable energy, and combined cycle facilities generating 10,000 MW. “Besides, the private and the industry sectors are to build power stations capable of producing 5,000 MW and 4,500 MW respectively. On top of that, hydroelectric facilities which will produce some 7,000 MW will be inaugurated before the term of the tenth government has come to an end.”
Namjoo said Tehran is among metropolises where a large number of pilot projects are under way. “Tehran province accounts for up to 20% of the energy consumed across the nation.”
The energy chief appreciated the efforts of all those who contributed to Sheikh Bahai substation one way or another, and described the project as a perfect example of “extra effort, extra work”.
He added that the operational phase of the project which involved very sensitive work finished when the consumption peak season was still in progress.”
Meanwhile, the managing director of Tehran Regional Electricity Company said the fact that the facility has been built digitally and enjoys a DCS monitoring and control system makes it stand out.
Seyyed Zaman Hosseini further said the 1,440 MVA facility, the first of its kind built in Iran, enjoys various voltage levels and plays an important role in grid sustainability and in expedition of low- and high-voltage distribution.
“The maintenance costs of the facility which sits on a relatively small expanse and boasts passive defense are low,” he said, adding the project is aimed at keeping voltage levels steady, helping maintain the grid sustainability, improving voltage profile in the grid, especially that of the 230 kV substations at Tehran International Fairground, Tehran Grand Prayer Site, and Qoorkhaneh and 400 kV substations at Vardavard and Kan, and minimizing voltage drops in nearby substations.
He added the Prayer Site Tunnel which features 230 kV cables is another important project his company has undertaken. “Construction of the 4-km tunnel which is 2.4 meters in diameter is 75% complete. And cables which are 12.5 cm in diameter are fully in place.”
Hosseini said Tehran Regional Electricity Company is working on an additional 51 projects. “These projects are expected to draw more than 440 billion rials in finances before their completion next summer.”
Sheikh Bahai 20/63/230/400 kV substation, which has absorbed more than 266 billion rials in finances, is on the southern flank of the capital’s Hemmat Highway between Sheikh Bahai Street and Chamran Highway.
