Following an initial agreement approved by the Tavanir Company on 17 August 2000, and based on Note B of Article 122 of the Third Development Plan, the Aryan Mahtab Company was permitted to start work on the construction of a 2000 KW power plant alongside the 400 KW Rud-e Shur electricity outpost.
The mentioned company took possession of the necessary land beside the Rud-e Shur outpost simultaneous with negotiations on the agreement. It exchanged the EPC agreement with the Unit International Company with the use of the Energy Ministry’s foreign exchange fund. The L/C of the first phase (792 MW) was started in 2004. In addition, the Ministry of Economy’s insurance documents offering financial guarantees on the project were issued and a contract was agreed upon after intensive negotiations and was approved during a meeting of the Tavanir managerial board on 28 June 2004. The related agreement was approved and following an agreement on the timetable, the contracts were exchanged on 2 March 2005.
It’s noteworthy that the Energy Ministry issued the permit for the construction of a power plant on 30 May 2005 after the energy minister issued a directive on 22 August 2005 on the price of electricity produced by the power plant’s first phase.
In addition, an agreement was reached with the National Iranian Gas Company on the supply of the gas needed by the power plant. The necessary agreements have been signed and work in that regard has started. Construction work on the mentioned power plant is being carried out and based on predictions its first phase will be synchronized in the second half of the month of August 2006.
The project for the 2112 MW Rud-e Shur Gas Power Plant will be implemented in three phases. Work on the first phase of the project with an estimated capacity of 788.8 MW began in August 2000 after a principle agreement was reached for the implementation of the project with the use of the B.O.O method.
This project is being implemented on the 44th kilometre of the Tehran-Saveh highway beside the 400 KW Rud-e Shur outpost, on 50 hectares of land. Construction work on the first phase of this power plant began in August 2004 after the land was handed over to the contractor.

3.1 Brief overview of completed work
Design
- Design and engineering work on three units has been completed and the joint equipment section has shown a 99.6 % progress.
Preparation and transportation of equipment:
As far as the preparation and transfer of equipment is concerned, all the equipment of the first cargo consisting of turbines, generators, transformers, the turbines, generators and transformers needed for the second phase, auxiliary equipment, equipment needed for the third phase such as turbines, generators, transformers, EBOP and MBOP auxiliary equipment, fuel tank equipment, pipe connection systems, fuel discharge and transfer systems, part of the auxiliary equipment for the EPOP post, part of the MPOB fire extinguishing equipment and part of the HV joints, etc have been transferred to the site and outpost. Other equipment such as cables and its accessories, panels, coils and spare parts are being cleared for transport.
In addition, as far as the construction and installation operations are concerned, the installation of auxiliary parts of the turbines and generators for units 1, 2, 3, the installation of cooling system parts for units 1, 2, 3 and the installation of the mechanical parts of chimney stack number 3, installation of the metal skeleton and the roof sheets and the walls of the buildings in which the turbines are situated, have been completed.
Operations such as the laying of walls in sections 2, 3, 4, the hanging of signs and installation of equipment on the ground floor of the central control building, the bricklaying, plastering and floor laying of the basement and first floor of the central control building and the filling of the number one water tank have been completed. The protective bars on top of tank number 3 and also the ring of tank number one, are still being carried out.
